Defining Late: Airline On-Time Performance

When is an aircraft late? Who determines what late is? Can ‘late’ be different for passengers and airlines, airports and support services? Does it matter?

The use of 15 minutes to define what is late has been around for a long time but where does this measure of time come from as it is not an industry standard regulated by any governing body.
